Waterbender: Neva is a powerful waterbender, and she embraces her ability. She has trained long and hard to improve herself, and is disturbed by the old rule that women could not be mentored in waterbending. Neva trained in the Northern Water Tribe and learned the traditional fighting style. Also being trained at sea, Neva has learned how to control currents and how to stay focused in the midst of intense conditions.
Healing: Since her mother was a healer Neva received teaching in the art. She’s had much practice with it, and was always healing small wounds for her friends and siblings growing up. Republic City has allowed her to become an excellent, strong healer, able to attend to more severe wounds.
*Bloodbending: A freak accident at best, Neva has only had one experience with this ability. She is still unsure of just what happened or how she did it, and hasn’t tried it since then.

Normal Wear: Neva wears a form fitting dark blue shirt with short sleeves. Over that she sports a light blue tunic, the top having a high open-neck collar and no sleeves, pinned down the front so that the top appears like a vest. It falls to right above her knees but covers only down the back and is open in the front, revealing a pair of black pants. Around her hips she wears a strip of white material, separating her top half from the bottom of her outfit. She sports gray boots that reach to her knees. On her arms are gray and blue gloves that leave her fingers open and stop right below her elbow. On her right bicep is an arm bracelet that has the symbol of the Water Tribe on it. Half of her hair is pulled back into a braid while the rest hangs free over her shoulders. She also carries water on her person at all times.
Cold Weather: In cold areas or weather Neva wears the same as her normal wear, but has a coat that is a medium blue, which stops at her waist. It has a hood that is outlined with fur, and has fur tassels that hang down the front of it. The sleeves are flare out at the bottom and also have fur around their edges.
Work Uniform: At the Blue Dragon, Neva wears a simple blue dress with a high collar. It has very delicate, floral designs, and reflects the mood of the club.
DESCRIPTION: Neva is 5”4, with a strong but slim build. She has long dark hair, and, though not typical in the Water Tribe, brown eyes. She keeps to the common Water Tribe hairstyles, with half her hair in a braid with a blue bead tied to the end.
Due to her travelling days, Neva is fascinated by clothing worn by other nations. She tends to stick to wearing modern day fashions along with Water Tribe elements, but occasionally will experiment with different element styles. She is intrigued by the fashions in Republic City especially.

Fear: Having her family completely turn on her. She’s seen her family start to break apart already and doesn’t want them to shun her because of her indecisiveness.
Desire: Moving to Republic City has made her want to find a purpose instead of worrying about what others want her to be. Deep down past her worries, Neva wants to do her best to make sure her friends make it out of their fight against crime alive. She hopes to one day have a healing business on the side of all her other work.
HABITS: When she sees something that she doesn’t like Neva tends to glare without noticing it. She will act as though she isn’t paying attention to the action while she decides how to handle it. She fidgets with her gloves when she is unsure of something.
PET PEEVE: Neva cannot stand when people mercilessly attack the innocent. She can’t understand how people can terrorize others and intentionally harm them for no purpose except to assert their power. She also hates being told that she is incapable of anything just because she’s a girl.
STRENGTHS:
• Empathetic: Neva cares for others, and is always willing to help or protect those in need. She always tries to see the good in people, or the reason why they act the way they do.
• Disciplined: Neva is a relatively calm person who typically thinks things through in any situation. She knows when to keep quiet and how to stay focused and concentrated in a fight.
WEAKNESSES:
•Family: For those she cares for, Neva will do whatever needs to be done to protect them. This has become hard with her siblings and parents pitted against one another. Neva has been forced to choose sides, and fear of losing touch with either of them keeps her from acting when she should.
•Bending Dependent: Aside from her bending training, Neva has received very little training in any self defense form that doesn’t involve bending. This makes her vulnerable to chi blockers and others who are more advanced in this style of fighting.
TRAITS: If there is one thing that is certain, it’s that Neva has a good heart. She is always ready to offer help or assist anyone in need. She doesn’t turn a blind eye to wrongfulness and remembers it for later, deciding what she should do for a person based on their previous actions. Generally kind and reserved, Neva does her best to stay on the right side of the law and stay out of trouble.
However, Neva isn’t all meek and humble. She is not afraid to defend herself or prove that she is stronger than others may think. Threaten her or be rude and she’ll give it right back, not having the patience or will to put up with those who try to make her and others miserable. It wouldn’t be uncommon to see her step in and defend or speak up for someone else—though it wouldn’t be an impulsive action. Her anger is cold and fierce at the same time, so it’s best to stay on her good side. Otherwise it is most likely that she’ll react with a sharp tongue, and without reservations. Despite this if the wrongful act that angers her was to a lesser degree, she is more likely to forgive easily.
Her loyalty to friends and family makes it hard for her to pick sides, and she usually tries to stay neutral in those types of conflicts.

Neva was born in the Northern Water Tribe in 1901. The youngest of three siblings, they were a middle class family with a comfortable and otherwise normal life. Neva’s mother, Eiriol, was a healer and her father, Khuno, was a waterbender as well as a sailor. He often left to make trips around the world and deliver various goods being exported out of the Northern Water Tribe, but despite this the family remained close. The three children were immersed in their culture from birth, and grew up following the typical tribe traditions.
With a background that involved various cases of benders and non benders, it wasn’t certain if any of the children would inherit the bending ability. Shiya, being the oldest, was the first to bend when she was eight years old. Wanting to give their child a choice, Khuno and Eiriol said that if she wanted to cultivate her bending abilities, they would seek out a trainer for her. Shiya agreed, and was put into training. Neva often watched her sister practice bending and was amazed by it. She’d seen her mother heal, but Khuno was reserved about his bending abilities and didn’t use them much around the children; it was almost as if he wasn’t a bender at all. Because of this Neva became extremely intrigued with her sister’s training and constantly begged her mother to let her stay and watch Shiya train.
It was a couple years later when Neva discovered her own bending abilities at seven years old. She had been at home, watching as Shiya practiced her waterbending outside of the house. Neva loved to pretend that she could bend, and began to mimic her sister’s moves. At first it was like a game, with Neva trying to move her arms and feet the same way as her sister without losing her balance. Then, Shiya arched her arm and drew water from the ground in a curve over her head before sending it back into one of the small fountains in their yard. Neva followed suit, focusing on the water as she drew her hands up into the same arc, and to her surprise the water did the same.
In excitement, Shiya ran to get her parents inside the house, calling for them to come outside. The two parents hurried to the door, wondering what could be causing such a commotion, and then Shiya started to bend the way she had just a minute ago. Neva did the same, the sisters bending together, and their parents praised Neva for discovering her bending. They didn’t get the chance to ask their youngest daughter if she wanted to train; Neva beat them to it and begged to be trained like Shiya. There was no discussion after that, and the two sisters were enrolled in training together. The family began to speculate if Naklin would show any bending at some point; perhaps he was late in discovering his abilities. But no signs came, and Naklin was officially the only non bender of the family.
Through her lessons, Neva learned the history of bending and its role in the Water Tribe. She was appalled when she was told that there was a time when women were not allowed to learn how to water bend like men. Neva embraced bending, and couldn’t imagine living in a time where she was forbidden to train as she was doing now. It was also in her studies that she learned about the illegal form of waterbending: bloodbending. Because it was outlawed, and a hard ability to even learn in the first place, she dismissed it as something she would never come across or deal with in her life.
Whereas Shiya did not have as much patience, Neva was able to learn healing from her mother. She split her time between training out in the open with her trainer and then sitting with her mother and being taught lessons in chi and focusing her energy. Neva would accompany her mother and help her heal the injured and sick, and then as her skill grew Neva practiced healing on her own siblings. It was easier to heal minor cuts while they were out playing as kids did instead of having to run back to their mother. Small injuries were also easy to cure and conceal when the children were up to no good.
Naklin often sat back and observed the girls’ training at home, usually not saying a word about it. To get him involved with his own skill, Khuno took his son to the docks and taught him how to sail a ship and keep it in sailable condition. Neva would always show her brother her bending, getting a pat on the head from her brother with a small smile. He seemed to be okay with being a non bender, from Neva’s perspective at least. She wasn’t shy or worried that she would bother him, and even though he didn’t offer any encouraging words she still was pleased at his response to her abilities.
As the children grew to teens, reality began to set in upon them. Shiya was married at eighteen, not an uncommon age to be married in the Water Tribe. It was tradition that women were of the marrying age at sixteen, and that part of their culture hadn’t changed. As her sixteenth birthday came near, however, Neva became anxious. She was not ready to marry, and with Shiya having a husband that left her as the next target to be married off at some point. Neva began to avoid being around any of her male friends and anyone that her parents had joked that she may marry one day. She focused on training and learning how to develop her healing skills. If Neva loved anything enough to marry, it was waterbending that she would rather be engaged to at sixteen.
Eventually, as the day came closer and closer, Neva confessed to her parents about how she didn’t want to marry yet. Khuno and Eiriol, seeing the anxiety the thought was causing their daughter, discussed options between the two of them that would help. They knew that Neva was too free of a spirit to settle down, they wouldn’t force her to marry as soon as she turned sixteen anyway, but perhaps she needed some air to breathe. Coming to a decision, Khuno asked his daughter if she would want to accompany him on his travels around the world. Neva couldn’t agree fast enough, and on his next departure Neva left the Northern Water Tribe with her father and the rest of the crew.
Along with them was Naklin, who had yet to settle down as well. He had been on plenty of trips with his father already and was used to the sea. But Neva was fascinated and soon found herself learning the ropes. On board the ship was the first time that Neva had ever seen her father freely water bend. He taught her how to control the currents during rough waters, and when storms hit it was Neva and her father who worked side by side to keep the hardest hitting waves at bay. Naklin found amusement in his sister’s lack of understanding of their father’s job, and the two siblings reformed their bond that had been lessened between trips overseas and Neva’s training.
Neva saw different parts of the world: sections of the Fire Nation, cities of the Earth Kingdom, and then, for the ship’s last stop, entered Republic City. It was nothing new to Naklin, who had been to the city a number of times, but Neva was amazed. She begged her brother to show her around, since her father would not allow her to roam off in foreign places on her own, and after much nagging on her part Naklin agreed. The two siblings toured the city together, and Neva couldn’t believe how different the city was from anywhere else she’d travelled. For a few days the family stayed in Republic City, and when it was announced time to return to the Northern Water Tribe Neva felt herself filled with anxiety again. However she felt like her parents had already done so much for her, and so Neva reluctantly returned to the Northern Water Tribe at sixteen.
For another year Neva stayed up North, remaining unmarried to her luck, until Naklin announced that he was going to be taking up a job in Republic City at the docks. Neva jumped at the chance to go with him, if only for a few months to make sure he settled in alright. The siblings travelled together and once again Neva found herself free from the pressure of marriage. She explored Republic City while Naklin worked, and did her best to stay out of his hair. It wasn’t hard because her brother was almost never home, and though Neva didn’t know exactly how his job hours worked she found the amount of time he was out to be excessive. But she didn’t want to be sent back home, so Neva kept quiet and enjoyed her stay in the city. She was constantly finding ways to practice her bending, and would escape down to the docks to be close to the water.
Her stay in Republic City lasted an entire year, with lots of writing back home, before her parents came to visit, along with Shiya. The family was reunited and all seemed to be well, until the Equalist movement occurred. Naklin began to withdraw himself from the rest of the family, until they barely saw him anymore. With the rise of Amon, fears that had never crossed Neva’s mind before became much too real. Suddenly benders were in danger, and Khuno was ready to take everyone back to the North in order to keep them safe, including Naklin.
Then came the night that Neva would never forget.
The family had decided to leave, though Naklin had said that he wasn’t going with them. There had been protest, but Neva’s brother wasn’t around enough for them to talk out his decision. With heavy hearts the family had been making their way to the docks, a full moon high above their heads, when suddenly they were ambushed by Amon’s Equalist followers in the middle of the street. The water bending family began to fight them off, Neva fighting her hardest and filled with fear of being taken to Amon and losing her bending. The power of the full moon worked to their advantage. They managed to take out a majority of the Equalists, but the opposing group had also blocked Eiriol and Khuno’s chi, leaving them without their bending.
The two sisters found themselves back to back to fight off the rest of the Equalists. Shiya had been put up against one aggressive Equalist, and when she got close the older girl tore off his mask. To everyone’s shock, the Equalist turned out to be Naklin. There was only a moment of pause before Shiya attacked him out of anger, and the battle heightened in intensity. Neva stood shocked, and when Naklin attempted to retreat both sisters chased after him. The escape turned out to be a trick, because once they were out of their parents’ sight Naklin threw everything he had at Shiya. Blocking her chi and knocking her out, he kicked her to the ground and went in for a powerful blow.
Neva had not attacked her brother at all during the fight, and she was out of water in her flask. But seeing him about to strike her sister forced Neva to react. Fear running through her veins, she reached for water, any water, yelling out for Naklin to stop as she thrust out her hands. To her shock, her brother froze, unable to move. Neva could feel power in her, she felt as though she was water bending but as she drew her hands down her brother fell to his knees, seeming to be released from his hold. That was when the realization hit; she had just performed bloodbending. She met Naklin’s eyes and saw the pure look of betrayal on his face, and then her brother made his real escape, Neva doing nothing to stop him.
After the ordeal the family returned to the Northern Water Tribe. Her parents were broken hearted, Shiya was angry and hurt. Neva watched as her family began to argue about Naklin and take sides, trying to find someone to blame though Shiya insisted it was Naklin’s own fault for betraying all of them. Neva, however, refused to say a word on the matter. Not only did she feel like she was being pulled in two, knowing that Naklin had hurt them but unwilling to abandon her brother completely, she was secretly still reeling over her experience that night. She could not get over the fact that somehow she had, if only for a few terrified moments, used bloodbending on her brother. It terrified her, even though she had no idea how she’d even done it, and she felt like she was carrying around a deep and dark secret that no one could know.
Eventually the fighting stopped, but it didn’t take away the tension. Shiya was constantly asking Neva whose side she was on because of the girl’s quietness on the topic. Neva did her best to avoid it and not bring up the subject. She could see the toll it was taking on her parents as well, and Neva began to contemplate what she could do. For her sake, she needed to get away from home, and for there’s…well, it would do them a bit of good to think she was interested in marrying. Telling her family that she was going to make a visit to the Southern Water Tribe, Neva let the rumors circulate that she was leaving to meet new people, and possibly be married within the year.
Neva travelled to their sister tribe, staying there for four months. During this time she met people, but she knew that she was lying to herself. No part of her wanted to be married yet, and she was too caught up in what she’d done to focus on settling down with a husband and eventual family. Instead, Neva’s thoughts were drawn to the city she had left. Cutting her visit to the Southern Water Tribe short, Neva abruptly left, boarding a ship and asking if she could go along on their route. The crew knew her father once his name was brought up, and agreed that she could travel with them until she reached her destination.
After various stops across the nations, Neva found herself in Republic City once again. Logic said that she should look for her brother, or at least start a search, but Neva knew it wasn’t that simple. She didn’t know where she stood with Naklin after the encounter, and she wasn’t eager to find out if she was his friend or enemy. Neva pretended she had no one to look for, nothing to escape, and worked on setting up a life in Republic City. By the time she revealed her new location to her family, through letters, it was too late for her to leave it all behind and go back to the Northern Water Tribe. As much worry as it caused her parents, Neva was unwilling to leave. Here, she thought, was where she’d face her fears one way or another.
Neva worked two jobs; one at a Water Tribe shop and another as a server at a restaurant. She still practiced her bending daily, and was a frequent visitor to the docks and Yue Bay where she was welcome thanks to her father’s name being well known in that area. It’s there that she worked on her bending, and occasionally took shifts at the Full Moon Bar. She managed to stay mostly out of the way of the Triads, but every time she saw an injustice done it became harder and harder for Neva to stay quiet.
NOW:
Neva's life changed once more the day she met Zuka. The woman offered Neva a job at her club, the Blue Dragon. Neva knew that Zuka was Triad, but there was something different about her than the others she'd seen. She accepted the job position, wanting to get out from the other Triad businesses and into one that was more stable and financially better for her. She had an agreement with Zuka that she wouldn't ask questions or tell anyone about the illegal activity that the club partook in, and Neva kept her silence while happily working her new job. While working at the club she met Teo, and after convincing him to not spend his life savings gambling, became friends with him. Zuka also used her connections to get Neva into the pro-bending arena, where she put her healing skills to use and made some extra money on the side.
Over time her and Zuka became good friends, close enough that Zuka started coming to her with strange injuries. Neva was curious, but she knew better than to ask questions and simply healed Zuka each time she came. Neva was worried, but she knew that the Triad business was dirty work, and as long as she could heal Zuka that was the best she could do. Neva's questions were answered the night that Republic City's Talon showed up badly injured on her doorstep. The Talon revealed herself to be Zuka, and while Neva spent the night healing her, Zuka explained just what she was doing and why.
Neva thought the whole situation was crazy, but who was she to judge? She promised Zuka that she'd heal her when she needed it, and that she'd keep her identity a secret. From then on, Neva became Zuka's personal healer after her Talon escapades. It was hard to watch her friend hurt so much, but that just encouraged Neva to practice her healing even more so that she could do the best job. With the money she earned at the Dragon, Neva managed to turn the guest room of her house into a healer's den.
As Zuka's Talon antics continued, Neva learned more and more about her feud with The Ghost. Neva listened to Zuka's predicaments with him and how she dealt with it. When Zuka went to the Northern Water Tribe, she put Neva in charge of the club temporarily, and Neva took the responsibility seriously, making sure it stayed up to Zuka's standards. It took a long time, but eventually Zuka made her amends with The Ghost. Once that was settled, Neva helped to heal him as well as the two masked citizens fought against their enemies. Eventually, the two of them revealed the plan they'd made together: they were going to have to fake their deaths in order to stay alive and keep the people they knew safe.
Knowing that they were doing what they felt they had to do, Neva did her part along with Teo in helping to make sure that the plan worked. She took over the Dragon for Zuka, and then became their eyes and ears in Republic City. Occasionally Neva would send the two letters to keep them updated on anything, but their contact was limited in order to keep them safe. Neva missed Zuka deeply, but she'd rather have her friend alive and well instead of here and dead.
Soon, however, Neva found herself in a position she never imagined. One night on her way home, she saw a woman fighting against the Triads and about to be beaten. Neva stepped in, only to realize that the woman was Zuka's twin sister: Zula. She helped the sister out of the fight and took her back to her home, where she learned all the struggle Zula had gone through since learning of her sister's death. Neva felt guilty for having to keep the secret that Zuka was still alive, but she did it for her friend's safety. Instead of telling Zula the truth, she did her best to get the twin back on her feet.
That was a success and Neva thought she'd helped Zula out of the mess she'd gotten herself into. She was only put through another surprise when Zula came to her and said she wanted to put on a mask and that she needed her help. Neva was completely against it at first, knowing that Zuka would be furious if Zula did this. However, when she realized that there was no talking Zula out of it, Neva did the only thing she knew to do. She agreed to help and did her best to guide Zula so that she didn't find herself in too much trouble. She recruited Teo in he;ping her construct a suit for her friend, so that Zula wasn't running around the city unarmed.
For a while Neva waited, hoping that Zula would give up the mask early on and go back to focusing solely on her ambassador duties. But she kept with the mask, going out more and more. Neva didn't want to betray Zula's trust, as they'd become close friends, but she also couldn't keep this from Zuka. Even though she was backed into a corner, Neva wasn't about to keep Zuka in the dark. She wrote her a letter, explaining what Zula had done in her absence, and asking if there was anything else Zuka wanted her to do.
Before she knew it, Neva and Teo worked to sneak Zuka back into Republic City to talk with her sister. When they'd finished they established that Zula wouldn't be giving up the mask, and Neva promised Zuka she'd look out for Zula while she was gone. Zuka returned to Kyoshi Island, and Neva returned to her duties at the Dragon and keeping an eye on Zula. Eventually, one of Neva's letters was intercepted, and as a result drew Kenji and Zuka out of hiding, and causing them to return to Republic City.
Now, Neva owns half of the Blue Dragon and runs it for Zuka while her friend tries to distance herself from the club to avoid making it a target for their enemies. When she isn't working there, she's healing Zuka, Kenji, and Zula as they take on Republic City in their masked personas. Neva never imagined she'd be involved with this side of Republic City, but she feels as though she's doing the right thing. She knows the dangers, but she isn't backing down that easily.
After three years Neva has yet to meet or hear of any sign of her brother, and in truth she’s dreading the possible confrontation if it ever comes to pass.

For Neva, work days could be summed up in about two ways: Confrontational and non confrontational days. When working her job as a server or even helping out at the Full Moon Bar, she didn’t have this problem. The Full Moon Bar was territory of the Red Monsoons, so other Triad members usually didn’t try to invade. As for the restaurant, it was a busy place and people were there for the food most of the time, not to start a problem. Too big of a business to bully the owners out of their money, at least that was what Neva assumed.
It was when she was working at one of the Water Tribe based shops downtown when she witnessed the most problems. The shop was owned by an older man and his wife, run by the two of them and their one son. They had been kind enough to offer her a job when she first arrived in Republic City, and she’d been in their debt ever since she agreed. Neva had not met people this generous in a long time, so she did her best to take care of the shop. It sold Water Tribe clothing, jewelry, and other items that seemed to be exotic in Republic City’s eyes. To Neva, it was a small slice of home, and that made her comfortable working there.
What made her angry was when the Triads had to break into her comfort zone. She’d come in early to the shop, the sun had only been up for a couple hours, and before she’d even begun to work the old man had handed her a bundle of coins; her pay. It was another generous act on his part, trusting her that she wouldn’t skip her shift or put in any less effort than usual. Neva had pocketed the pouch and began working right away, helping to set up before customers came wandering inside to do their shopping. It was only noon when she heard the rumble of engines, and as she glanced up from behind the counter she caught the Triad members walking through the door.
Instantly she narrowed her eyes, then down cast her gaze to the counter as she scribbled nonsense words onto a piece of paper to keep herself occupied. She could never keep the Triads safe; they all spelled trouble to her anyway. Two of the members stood on either side of the door, acting like guards. The leader of the Triad came towards the old owner, who dropped what was in his hands at the sight of the gang. Before he could even greet the man, the Triad leader sneered, “I believe you owe me my weekly pay, old man.”
The owner stuttered that he didn’t have the full payment; a payment that he shouldn’t have had to dish out to the Triad anyway. Neva raised her head, setting down her pen and watching the scene before her. Unhappy with the answer, the Triad leader grabbed the owner by the front of his shirt. “You know how this works. You give me the money, I don’t torch your shop to the ground. A deal is a deal.”
From the corner of her eye, Neva could see the old man’s wife with her hands over her mouth. The fear radiated off of both owners, and Neva grit her teeth and stepped out from behind the counter. “Leave him alone.”
As the Triads’ gazes turned to her, Neva fished the pouch out of her pocket and tossed it to the leader. “Here’s your payment.”
It was money that she needed, but Neva would rather find a way to make ends meet then watch the scene go on any longer. The Triad leader smirked, releasing the owner from his grip and stalking over until he stood in front of her. He was much taller, towering above her, but Neva lifted her head to meet his eyes with a glare.
The Triad leader looked down at her with a twisted smile. “I don’t think you have enough, little girl.”
“It can hold you over,” Neva said, standing her ground as the man laughed.
“I don’t let a girl tell me what I need,” he answered, smirking again. “Now what else do you have to offer me?”
Neva was done playing games. She forced a sweet smile onto her face, “Oh, let me show you.”
A fountain was stationed in the middle of the shop, helping to amp up the Water Tribe atmosphere. Neva reached for the water, removing it all with her bending and sending a forceful blast straight into the man’s chest. The Triad leader was thrown backwards and out the door as he dropped the pouch of coins, his two accomplices looking after him as he landed in the street. Neva glared at them both as they ran out to help the man get to his feet. She picked up the pouch and set it on the counter, then walked to the doorway of the shop before stepping out onto the sidewalk. She’d just started a fight, and if it was going to get ugly then she wasn’t about to take the store down with them.
The Triad leader got to his feet and growled, standing soaking wet. “You’ll pay for that you little brat.”
It was not a surprising threat. But though the odds were against her, Neva wasn’t about to back down. “Go ahead and try.” She hovered her hands over the flask on her hips, ready to retaliate whatever they would throw at her.
