Iroh seemed to be spending a lot of time in Republic City lately. First it was to aide in the fight against the Equalist, then it was in cleanup efforts from the spirit attacks and now here he finds himself again. With the police force in over their heads and fear of what might happen to the city next because of it President Raiko has asked for the United Forces help in trying to tame this new Triad threat.
Much to Chief Bei Fongs dismay.
His time here isn’t all bad however. Somewhere in Republic City are two old friends from back home that he hasn’t seen in years. The sisters have caused quite the stir in the palace and through the noble ranks and Iroh was asked to ‘check up’ on them while he was here. While he plans on catching up with them at some point he is in no hurry to keep tabs on the sisters and report back his findings to their mother.
With Iroh and his men are on loan to the city Raiko believes this will be enough to squash The Black Hand as officers of the UF should be above being paid off by the Triads but.. Iroh isn’t so sure. He has heard rumors of information leaks and big payoffs to low level officers seemingly out of the blue and more than once a cache of weapons and other goods gone ‘missing’ from one of their ships. The Black Hand always seems to be three steps ahead and if they indeed have put their people within the United Forces then nothing was out of reach for them.
Thano

After getting his bending back from the Avatar, Thano returned to the probending area, determined to fix the Wolfbats broken reputation thanks to the Equalist. It took some doing, but, once his fame slowly started to return Thano quickly reverted to his old ways. Dealing with the Doll Triad and paying them to tilt the match in their favor. Things had been going well, his fame and wealth were once again at its peak but all of that started to change when this new Triad moved into the city and started taking over.
At first he wasn’t bothered by the change, Triads would always be the same and it didn’t really matter who he was paying his money to as long as the result was the same. But, this Triad wanted more than just money, they were expecting more in return for their services.
They started small, asking him to keep tabs on some people and report back but it quickly grew into demanding more and Thano found himself in a compromising position. Despite his reputation he never wanted to be part of a Triad, it was a messy business and one he wasn’t eager to get involved with and he voiced that opinion the next time he had been summoned with a new assignment. The beating he received in response was brutal and Thano spent the next week in the hospital recovering, lucky to be alive. Well, at least that was what everyone had told him but Thano knew if they wanted him dead he would be. No, the message had been received loud and clear and Thano has learned his lesson. Now whenever The Black Hand summons him he acts without question to save his own skin but despite his reluctant willingness to be the Hands messenger he still searches for a way out.
Saikhan
Bending Type: Earthbender, Metalbender

Saikhan has been Lin’s right-hand man for some time, even briefly taking over for her when she was relieved of duty during the Equalist Crisis. He currently heads up the metal bending police unit and is often seen as the calming hand to Chief Beifongs iron fist. However, due to the recent influx of United Forces personnel taking over, it has left his unit with more than a little time on his hands, and therein lies the problem.
Saikhan has always turned a bit of a blind eye if one of his men wanted to moonlight as security for a local bigwig or a bouncer at a club in order to make ends meet. However, the more reports that cross his desk, the more he’s convinced that his men might be moonlighting as muscle for the Black Hand Triad. While he has yet to find any conclusive proof, he is quickly coming to a crossroads. Does he report his findings and destroy well-meaning but desperate family men? Or does he keep his mouth shut and break the trust of Lin, a woman and Chief that he respects?
Lin Beifong

First it was the Triads, then the Equalist, the Spirts and now its masked vigilantes and a united Triad at war. Lin had seen a lot of things in her time, Republic City seemed to be a breeding ground for the unusual, but she had never seen anything quite as dangerous as this. Chief Beifong and her police force are spread thin as they try to tackle this new ‘super triad’ that has taken over the city. They just can’t keep up with the Black Hands numbers and massive influence they have with the cities politicians and even within her own police ranks.
As each day goes by more and more officers are pulled to the Hands payroll, whether it be for their own greed or blackmail. Sooner than later being a good cop in the city was going to make you a minority with a target on your back, if it hasn’t already. Despite all of this Lin keeps up the good fight and tries to keep the city safe. But, if things continue the way they are and they can’t get out in front of this vigilante and Triad business before it all comes to a head then she might be willing to extend a truce to the vigilantes if it means taking down the Hand first but, Lin hope she never becomes that desperate.
Ginger

Ginger always had dreams of becoming a star but dreams only get you so far when you don’t have any talent. She tried everything from lounge singing to chorus girl but she was quickly turned away and one failed attempt after another Ginger soon found herself out on the streets with no money to her name. The one thing she did have going for her were her looks and it wasn’t hard for her to find a job as a cocktail waitress in one of the many Triad owned nightclubs in the city. Ginger did well for herself there, but she wanted more and started to cozy up to one of the upper level Triad members of the Triple Threats, hoping to find herself a nice meal ticket and a way out of slinging drinks every night to something more upscale and luxurious.
Eventually she was able to charm him and she was living on easy street from then on, her lover setting her up in a nice apartment and showering her with lavish gifts. Despite all this Ginger still yearned for stardom and she got her chance when word of Varricks invention of moving pictures or “movers’ started to make its rounds.
Ginger begged her lover to help her become a star and after pulling a few strings he was able to place her in Varricks orbit where he signed the young woman as a actress. This move didn’t come without its price however and Ginger was instructed to report back to the Triad whenever Varrick mentioned anything worthwhile that the Triad could use. Ginger didn’t mind as it got her what she wanted and she continued to do so up until the fall of her lover and the Triple Threats. Being able to get close to the wealthy and influential proved to be useful when it came to getting information and the Black Hand approached her to keep up her work. Something she has no problem doing as long as the perks remain.
Ela**

Being a reporter in this city is hard work, being a respected reporter while getting worth while stories is even harder. Ela grew up in Republic City, she knows all of its ins and outs and knows that if you look hard enough you can find a story just about anywhere, not hard to do with all that happens here.
Which is why Ela doesn’t understand why no one was going after this Black Hand Story.
The Black Hand was big news, it was more than big news it was huge news. The type of news that reporters would be clawing at each others neck to be the first to break, so, why was everyone sleeping on it? The obvious answer was: they were too afraid or that the editors had been paid off and killed any chance of a story when it crossed their desk. There hadn’t even been a mention about the return of the Vigilantes while Ela also found strange given their opposition to the Triads. Something was going on and Ela wasn’t going to let herself be intimidated.
Determined to find out anything she can about the Black Hand and the Vigilantes Ela is constantly digging up the little information about their movements that is available and asking questions no one else seems to be asking. Is this a bad idea? Probably and Ela knows the risk she's taking and danger she's putting herself in. Digging into a Triad is never a good idea, but digging into one that no one else seems to want to touch? Ela is putting herself directly in their path and she’s sure it’s only a matter of time before they catch on but, she became a reporter to report the truth and that is what she plans to do.
Anil**

Born in the Southern Water Tribe Anil's parents were middle class fish merchants, making a good living despite the fact that their fishing had to be done the old fashioned way as opposed to with bending, as no one in their family had bending abilities. He lived a fairly quiet and normal life, helping his mother sell the fish that his father and brothers caught when he was younger, and once he was older he went out with his brothers on the morning fishing runs. He was content with his life and the path that lay in front him.
However things changed around the time he was 24. While bringing in a haul of fish a malfunction of the lift caused the rope of the net to snap with Anil underneath. It all happened so fast that Anil was unable to move out of the way and all he could do was put his hands up to try and shield himself from the heavy mass of fish about to bury him.
Instead of being crushed however the net blew upward and to the side by a push of air from Anil’s hands. Everyone around him stood stunned but no one was more stunned than Anil himself. While he was grateful to be alive, that relief was quickly replaced by curiosity. Everyone had heard the rumors of the airbenders returning after Harmonic Convergence. That ordinary people suddenly woke up one day with bending abilities but Anil never thought he would be one of them.
Despite this unusual news Anil in the end decided to try to go back to his normal life and ignore his new ability. However despite his best efforts it would not be ignored. He would be hauling fish off the boat and then end up blowing several fish across the docks, or waking up from a nap and hit his head on the ceiling as he was suddenly floating in midair. While these were mainly humorous accidents, they stopped being a laughing matter when one day, while in a argument with his brother, he accidentally unleashed a gust of wind that threw his brother off the boat and into the cold icy water several yards away from the boat. When they finally managed to pull his brother out he was wet and shivering and he had to be rushed to a healer when they docked. After that, Anil knew he just couldn’t live with his new bending abilities without some semblance of control or else e could endanger his family. To that end made the decision to leave the Southern Water Tribe to travel to Republic City and learn at the Air Temple .
At first things were fine at first, Anil was accepted into the Air Nomads with the other newly christened airbenders, and began to learn how to control his abilities. However after a few months living under the monastic rules of the Air Nomads, Anil began to feel more trapped than free. The vegetarian meals grew repetitive for someone who was raised on seafood dishes of the Water Tribe and their pacifist way of life was grating and annoying for the rough and tumble fisherman’s son. However in he tried to keep things in check, for the sake of his family, after all they had spent quite a lot to help him get here and he didn't want lose control and cause more accidents.
Despite his best efforts though he still yearned for some excitement and a meal that didn't have only vegetables, and he wasn't the only one. One spring night when he and a few other Air Temple students decided to sneak away from the temple for a bit and get a taste of the city nightlife.
At first things were great , the students and Anil had a good time out. Until they made a wrong turn and ended up colliding with some members of the Agni Kais. The Triad began harassing and poking fun at the airbender group which they tried to ignore, walking around the Kais to continue on their way. The Triad, not wanting to just let their fun leave reached out and grab one of the women in the group by the arm. That was the final straw for Anil and he grabbed the Kai and swung at him.
The altercation soon became an all out brawl in the midst of the street. Soon the police were called in and rounded up everyone, the Triads and the Air Students as well.
He cooled his heels in a holding cell for a day or so, before the truth was finally sorted out and he was released. Anil returned to the temple and was met with lectures and scoldings for his actions, that were against the pacifist philosophy of the Air Nomads. This however was the final straw for Anil, as he believed that even though things got out of hand, he still did the right thing. All of his frustration poured out in one long angry rant as he yelled back at his teacher and then stormed off. He packed his bags that same night, no longer feeling as though the Temple had anything left to teach him or anything more he wanted to learn.
Not wanting to return home to his family and their myriad of questions Anil instead head back to the city. Finding a cheap place to live in the Shipping District and managing to pick up work on the docks. While working on the docks he finally saw first hand just how much crime and corruption affected the city, as the Triads controlled the district in more ways than he first realized. Part of him wanted to do something to help, but it seemed far to overwhelming especially to someone who just barely had a grip on his own bending.
However that doesn't stop him from hoping, and with the masked vigilantes, The Ghost, The Talon, and The Cinder appearing more and more in the papers, Anil found himself cutting out very article and reading over them finding a vicarious thrill in their crime fighting exploits. However as he continues to read more about them, he finds himself growing a bit restless of sitting on the sidelines as he itches to take the next step...

Calm, cool, and collected Oku is hardly what you picture when you think of a former Agni Kai gang member. Oku’s parents were killed and his home leveled during the Equalist Occupation of Republic City and in the end his choice was to join a gang or starve on the street. However, given that they believed him to have no talent in firebending he was regulated to low level courier jobs and other grunt work. One night however when a job he had went bad and ended in a brawl, he discovered his combustion abilities in the most violent way possible. Being the only survivor that night, Han and the other Agni Kai lieutenant's all assumed that he had just ran from the fight, lowering his status even further. However, Oku bided his time and practiced his abilities in secret to hone them.
After the night of the fires, with Han incapacitated the Agni Kai’s split into a variety of small squabbling factions often run by whichever gang member had the biggest mouth . It was during that time that Oku took advantage and managed to convince a sizable group that Han and his other lieutenants were running the Agni Kai’s into the ground and new leadership was needed.
It was soon after that, that the Black Hand began making overtures in the Agni Kai turf, while Oku could see further opportunity, Han and the other faction leaders could not and the fighting amongst themselves only intensified. So, Oku, tired of the infighting called for a meeting of the various faction leaders at an Agni Kai safehouse to settle it once and for all. Then, once the last of the faction leaders entered the safehouse, Oku blew it up killing off all of his rivals in one public violent spectacle, that ensured his control of the Agni Kai’s and made sure no other gang member would challenge him. With that the Agni Kai’s were absorbed into the Black Hand and Oku was rewarded with a place in Jaya’s inner circle. He is a general famed for his pragmatic approach, willing to consider diplomacy over violence, however if diplomacy fails he makes sure that his violence is swift and brutal ensuring none challenge the Black Hands dominance.
Kanan**
Bending Type: Earthbender, Metalbender, Seismic Sense
Age: 28

Kanan has been loyal to Jaya from the start. He helped her plan her coup against Lao, helped move things along with Ula and taking out anyone that would try to ruin that partnership and when the explosion happened Kanan was the one that pulled Jaya from the burning rubble and brought her to Siku.
During Jayas recovery Kanan was her eyes and ears on the streets. He would report back anything and everything about what the other Triads were doing in the aftermath and if Jaya needed someone removed to help further her plan Kanan was happy to oblige. Kanan being the one to organize the ‘attack’ on the two Vigilante Spirits to draw them out of hiding.
With all obstacles removed and Jaya healed it was finally time to act and Kanan with the help of the other generals made sure they made their message clear: Join or die.
Now that the dust has settled and the Hand has taken over Kanan can enjoy the perks that came as a result of his loyalty. Kanan knows the foundation The Black Hand is on is still shaky, that there are some out there that might hold resentment but Kanan is ready and with his ability to ‘sense’ he knows he can easily snuff out any thought of betrayal before it begins.
Siku**
Bending Type: Waterbender, Healer
Age: 26

For years Siku was a trusted healer used by the Terra Triad. Growing up around the criminal element all her life Siku knew how things were done. She never asked questions and knew how to keep her mouth shut and ‘forget’ about anything she had seen while treating the injured which made her an asset for the Triad to have on their payroll. During her time with the Terras and the many house and close calls she made for them Siku became friendly with Jaya and built a nice working relationship…she wouldn’t call them friends as Jaya didn’t seem like the type but they were as close as one could get.
When the night of the explosion happened it was Siku who helped put Jaya back together. She worked day and night to mend the wounds and help heal the substantial burns the woman received and kept knowledge of Jayas survival a secret for as long as was necessary.
Once everything was healed and new plans were being made by Jaya to once again seize power Jaya offered Siku a place in her trusted inner circle and Siku accepted with little hesitation. Knowing what she did she knew that it was better to be on the right side of this and given her years of service to the Terras before, her skill and her ability to keep her mouth shut Siku has become a valued member and council for their leader.

Other Former member of the Triple Threat Triad

Losing his bending during the Equalist war had been a tough pill to swallow. A part of him was gone thanks to Amon and since he was a Triad the Avatar wasn’t as keen on giving them their bending back like she was with others. For a while Shin struggled, trying to find his place in the Triple Threats now that he no longer could waterbend like before. The Threats didn’t kick him out of the group outright, they allowed him to stay but Shin wondered if it was only out of pity but instead of going out with his usual gang Shin was left behind to ‘look after things’.
Something needed to change, he needed a change and since his bending wasn’t coming back Shin had to figure something out or else he would find himself in a pine box quicker than he would like. Using the connections he had made before the ‘incident’ Shin started to build a network of informants and would pass all prime information to Viper. His leads and tips always proved solid and Shin had been responsible for some of the Triads biggest pay days in recent years.
Just like that Shin had found his place again.
When Jaya came for them Shin was one of the few that stood back. He had never been the greatest physical fighter even with his bending and now without it he knew he wouldn’t stand a chance. Viper and many of the rest of the Triple Threats were taken out and Shin, wanting to keep himself alive and in the game for as long as possible was quick to offer Jaya his network. Seeing use in what he was offering Jaya put him in charge of the Hands informants and spies. Shin is pretty happy with this Triad. The Hand provides him with everything he needs: Money, girls, drugs, even some nice electro weapons Shin has everything and more, much more than what the Triple Threats ever offered.
Kouen**

Other Former member of The Agni Kai Triad

The son of a couple of Power Plant workers, Kouen was never the fiercest, toughest, or even the smartest Agni kai around, but he did have one thing going for him, he always knew which way the wind was blowing. When Zolt was taken down by Amon he was quick to rally behind the person who would be their next leader. When Han was poised to take over, Kouen made sure he was on his good side. When the Agni Kai’s began fracturing, he holed up for a while to ride out the worst of the fighting and then threw his support behind Oku, which proved to be a wise decision. With the Agni Kai absorbed into the Black Hand, Kouen was rewarded for his early acceptance of the new order by becoming a lieutenant running the Black Hands drug operations a position he’s done quite well in, as his cautious attitude prevents him dipping into the gangs own supply and gives the Hand and edge in avoiding police raids of their stash houses.
Rei**

Other Former leader of The Dolls Triad

Rei had been one of the founding members of the Dolls along side Zuka and Lina. The three had been good friends during Zukas visit to the city with her father and when Zuka returned determined to start her own Triad her friends were more than willing to get in on that action. If Zuka was the leader and Lina was the muscle then that made Rei the calm, even headed one. A quiet person by nature Rei had a gift for seeing the bigger picture in situation and she was often the voice of reason when it came to making plans. Rei had also been known to have a cruel streak, but she did well to hide that part of her.
When Zuka ‘died’ Rei and Lina were left in charge and it caused a bit of a power struggle between the two. Rei wanted to do more with their Triad, become more aggressive and a more worth while opponent for some of the larger gangs. Lina didn’t want that, she wanted things to remain how they were out of respect for their fallen friend. Of course, she was sad about Zuka but staying in a rut was not going to bring her back. They should be doing what was best for The Dolls and themselves. After some disagreements Rei eventually just gave in. Not wanting to drag the fight on longer than it needed to be.
Turmoil continued to brew between the two and when Jaya and The Hand extended the invitation to join them Rei was ready to. It would be a losing battle if they tried to fight and holding on to The Dolls wasn’t worth her life like that. Lina, on the other hand tried to make the decision for them both, telling Jaya that they would never give the Dolls over to her like that. With the decision made Jaya’s guard were getting ready to deliver their death sentences and Rei did the only thing she could.
In a flash of lightning Lina went down. Only the attack did not come from any of Jaya’s men but from behind where Rei had been. Rei was not ready to die and if self-preservation meant she had to strike down her friend then so be it. With Lina’s death Rei was the last remaining leader and she joined with Jaya. Given control of the Hands protection dealings Rei makes sure everyone under their protection pays on time and for those who don’t…well, The Dolls had always been somewhat lax on handing out punishment, but Rei does not make that same mistake. This is what a Triad should be and overall Rei does not regret her choice.
Meghana**
Bending Type: Waterbender, Bloodbender

Other Former Leader of the Red Monsoon Triad

Meg had dreamed of running her families Triad ever since she was a girl. She had trained hard to master her element and the monsoons signature bloodbending skill and studied her fathers business. Making herself familiar with the ins and outs of not only running a company but doing so while running a criminal empire while maintaining loyalty among their men so that when the time came she could take control and continue with their legacy.
It wasn’t long before she got her chance.
Meghanna is a tough girl, she had to be to get to where she was but losing her father Tikaani to sickness nearly broke her. Tikaani had been everything to Meg and while she knew the day would come she never thought it would come so soon. What was worse is that Tikaani’s death happened in the midst of the rise of The Black Hand and Meg was forced to not only take control of The Red Monsoons but decide their fate. Meg was not only tough she was also proud and it took everything to not flat out deny Jaya’s request but as much as she wanted to do that very thing Meghanna knew it would be suicide.
Word of what happened to those that refused had made its rounds through the Triad channels and Meg did not want her first official act as leader to be to sign all their death warrants and end it here before she even began. But, who’s to say that wasn’t what she would be doing by agreeing to Jaya’s terms either? Meg knew that whatever she decided her men would follow, having earned their respect long ago and she had to do what was right by them.
Eventually Meghanna agreed and merged the Monsoons with the Black Hand, being the only Triad to bring all of her men with her in doing so. Impressed by the amount of loyalty shown by the former monsoons Jaya rewarded Meghanna with being able to keep her fathers shipping company. Allowing her to maintain business as usual with the proper tribute to the Hand and putting her in charge of all smuggling and imports for the triad.
While Meg may have gotten through the merger with everything intact she hates working for that pretentious…woman and bides her time for any show of weakness. Knowing that her men would follow should she ever choose to rebel.
Jin**

Other Former leader of the Platinum Fist Triad

After Ula died in the explosion Jin took over command of the Platinum Fist and was working to rebuild the product that had been lost in the fires. Things had been going well, with the other Triads scrambling to recover what was lost and fighting among themselves on who would be next to lead the Fist were able to use that confusion to move in and expand their territory. With Han the leader of their biggest competition injured Jin and his men were able to push the Agni Kais almost completely out of the Dragon Flats. Things had started to look up for the nonbending group as they were on the fast track to become a major powerhouse in the city but all of that changed a few months later.
Jin had been relaxing in his personal study when he heard a commotion outside his door and the sound of electric static, then bodies dropping. Pulling a electroglove from a drawer Jin slipped it on and got up to see what was going on, figuring his men had already taken care of the threat. As soon as he opened the door Jin was pushed back by a blast of air and sent flying into his desk. A woman dressed in black and with a mask stepped through the door followed by three others and Jin was told to sit and listen to what this woman was offering.
Reluctantly he did if only to buy himself more time before more of his men could arrive and the woman removed her mask and explained her vision. Jin had never liked the truce Ula and Jaya had made, he always thought their plan was destined to fail and the fact that Ula had even agreed to such a plan had caused strife among their ranks but he had followed orders like he had been told. But, Ula was dead and he was in charge now and Jin had no intentions of honoring the plan or partnership that the two leaders had previously.
That was, until, Jaya gave him a ultimatum.
Jins young daughter had been one of the many that had received Airbending abilities during Harmonic Convergence, something that Jin and his wife had worked hard to keep secret. If word ever got out that the leader of the Fist Triad had a airbending daughter that would put a target on his and his family's back as many of the members within their ranks were ex Equalist. To keep his family safe Jin had his wife take their daughter and the two moved to some remote island. Everyone around him thought his wife had taken the kid and ran, unable to cope with the life Jin was leading and since that was common in his line of work Jin ran with it. His wife and daughter were given new identities so no one could find the truth…only, it seemed someone had. Jaya showed Jin pictures of his wife and daughter and explained that she would keep the information about the child's bending and their whereabouts secret if he agreed to join and follow under her. With little choice Jin agreed to Jayas terms and pledged his loyalty to her, merging his Triad into hers. There was resistance with his men at first but any resistance was quickly snuffed out by his own hand and Jin was ‘rewarded’ by being allowed to continue with the production and sale of the Equalist weapons while maintaining a cut of the profits. As much as he hates working under someone like Jaya Jin doesn’t dare do anything to put his family in harms way unless he can manage to guarantee their safety.

Growing up the only nonbender in a family of waterbenders made Naklin bitter and resentful. He constantly wondered what was wrong with him, why he had to be the only different one and that bitterness lead Naklin to leave his family and find others like him in Republic City. It didn’t take long for Naklin to fall into the Equalist crowd and he was a loyal supporter of the cause until the betrayal and fall of Amon. He was able to avoid arrest by going underground and Naklin stayed there, bumming around with the cities vagabond’s in their underground cities. It was in one of these tent cities where he heard rumor about a new Triad, a nonbending Triad that had began making a name for itself. Naklin quickly joined with the Fist and found that many of the other former Equalist had the same idea. Once again Naklin had a place where he belonged and he thrived there.
But, soon, that all changed.
In the aftermath of convergence Naklin found himself with new airbending abilities. Sometimes it’s funny how the universe worked. Naklin had finally found a place where he could belong and now thanks to harmonic convergence he was once again an outcast. Knowing that he would be ostracized or worse from the Fist if they ever found out Naklin hid his bending and would practice in secret to gain control.
Things once again started to spiral out of control with the death of Ula and Jins willingness to side with and join the Black Hand. There had been a lot of protest among the Fist but the strongest came from the ex Equalist and Naklin was sure it was going to start a war within the group. He was half right as those that were opposed did try to start something but they were quickly put down and snuffed out. Despite his..strong disagreement in aligning with “The Shadow” Naklin had been smart enough to remain out of that battle knowing he had no more room to disagree thanks to his bending and when the dust finally settled he joined Jin and what remained of the Fist in the new Triad.
Thanks to his loyalty Naklin was rewarded by Jin and placed in charge of one of the weapons facilities and things, while not ideal, haven’t been bad. Though, he has heard his sisters name thrown around by a few of the Hands members. Even if it has been three years since he'd seen her and despite their differences Neva is his little sister and if she had somehow gotten herself into some trouble with the Black Hand then that might cause a conflict on interest on his part.*These characters are available to play but do still require admin approval.
